The Challenge

Cadmus Group was required to comply with the requirements of Procurement Policy Note 06/21 (PPN 06/21) in order to bid for UK Government contracts. Since 2021, Loreus has supported Cadmus in meeting these requirements while ensuring the process remained practical and proportionate to the organisation.

PPN 06/21 applies to organisations bidding for UK Government contracts with an anticipated value of more than £5 million per annum. The policy requires suppliers to produce an organisational carbon footprint covering specified emissions sources and to publish an annual Carbon Reduction Plan outlining their commitment to achieving Net Zero emissions.

Our Approach

Loreus worked closely with the team at Cadmus to develop their understanding of the requirements of PPN 06/21 and the practical steps needed to achieve compliance.

Through a series of discussions and reviews, a complete list of relevant carbon emission sources was identified in line with the scope of PPN 06/21. Loreus then developed a clear and structured data request process, outlining the specific information required and the relevant evidence sources, such as utility invoices, travel records, and expenditure data.

Where direct data was unavailable, Loreus provided guidance on producing reasonable, and defensible estimates. This included scenarios where energy consumption was included within rental costs and not separately metered or invoiced.

Using the collected data alongside recognised government conversion factors, Loreus calculated the resulting carbon emissions and produced the organisational carbon footprint.

The completed output provided to Cadmus included:

 

  • A fully calculated organisational carbon footprint.
  • A detailed evidence pack containing supporting source data.
  • A transparent calculation methodology and emissions breakdown.
  • A completed Carbon Reduction Plan (CRP) compliant with PPN 06/21 requirements.

The Carbon Reduction Plan also included year-on-year emissions reporting and comparisons against the baseline footprint to demonstrate progress over time.

To provide additional confidence and assurance, Loreus also issued an independent assurance statement to accompany the completed footprint and reporting documentation.

The Result

Cadmus Group has now maintained a reliable and compliant carbon footprint for a number of years in line with the requirements of PPN 06/21.

Loreus continues to support Cadmus with ongoing carbon reporting requirements, helping the organisation maintain compliance through a process that is efficient, practical, and proportionate to its operations.
